Puerto Santander was originally a hacienda, called Las Virtudes, which belonged to the Puerto Villamizar township. Due to the need to connect the Cúcuta railway with the Táchira, a station was created on this farm and thus Puerto Santander was founded on July 4, 1926.

Its name was imposed by the railway company, although it is also believed that it was given by the passing of General Francisco de Paula Santander through the town.

In order to connect the two railway lines, it was built at the Unión Internacional Bridge, which in 1989 was formed to provide transit for Colombian and Venezuelan cars.

By agreement 18 of 1947 it was erected as a district separating from Puerto Villamizar. The administrative office of the new district began to function in the old railway station, developing some houses around it.

Ordinance 80 of December 20, 1993 gave the category of municipality and began to function as such as of April 1, 1994.

Agricultural production: Its largest crop is represented by rice, then we find banana, cocoa, sesame, corn, yucca and sorghum.

Livestock production such as bovines, pigs, poultry and fishing.

Mining production is made up of clay and river sand, in addition to being an important coal collection center.
