There is no doubt that the Holy Office or Tribunal of the Holy Inquisition has been one of the most debated and worst understood institutions of all time. It was created by King Felipe II on February 7, 1569 and the following year began its activities in Peru as a provincial branch of the Council of the Supreme and General Spanish Inquisition.
The first inquisitors were the lawyer Serván de Cerezuela and the doctor Andrés de Bustamante. Although he was the first who was in charge of the Lima district because the second died in the middle of the trip from the metropolis to Lima. With them worked a prosecutor, a secretary and a notary. As time passed, the number of inquisitors and junior personnel grew rapidly.
Its first headquarters was in the Church of San Agustín. But very soon the lawyer Cerezuela requested the purchase of the residence of the oidor Paredes, in front of the Iglesia de la Merced. Some years later this venue was no longer ideal because "Lima's curiosity" attracted too many visitors who, "listening and seeing," tried to find out what was happening inside.

In 1584 it was moved to the Plazuela del Estanque, today Plaza Bolívar. There the platforms were built, 12 jails without communication between them, the Chamber of the Secret with brick vaults (which is still preserved), the Secret Room, the Respect Room, the Audience Room, offices, the inquisitor's house, rooms for a secretary, for the warden and the doorman, and a sumptuous chapel with a door leading to the square itself.
The purpose of the Court was to combat heresies and to prosecute Protestantism, Judaism, blasphemies, and sexual deviations. His target was the white population, whether Spanish or foreign. The natives were excluded from its jurisdiction by express order of the king.
Historians have calculated that throughout its history the Tribunal processed at least 3,000 citizens from Peru and Bolivia.
Visitors will find the history of the Congress of the Republic, the national symbols, the historical evolution of the Legislative Power from its beginnings, on September 20, 1822, to the present.
The museum also keeps an interesting collection of documents from the Congress of the Republic of Peru.
Tourists who visit the Museum are attended by diligent guides who explain the history and operation of the Tribunal of the Inquisition as well as the history of the Congress of the Republic. Guided tours are conducted, in addition to Spanish, in English, French, German, Italian and Portuguese.
