É totalmente coberta em vidro transparente e estrutura de tubo metálico em forma de arco e com uma extensão de 116 m, numa concepção futurista. Funcionando dia e noite, a rua oferece serviços à população, visando revitalizar o centro da cidade fora do horário comercial, através da oferta de lojas de conveniências, revistaria e papelaria, farmácia, loja de artesanato, ótica, mercearia, floricultura, banco 24 horas, área de alimentação com 12 lojas, entre outros. É administrada pela URBS e teve a sua inauguração em 12 de setembro de 1991. O projeto é dos arquitetos Abrão Assad, Célia Bim e Simone Soares e conta ainda com relógios estilizados em modernos portais, fixados nos pontos de acesso à rua, representando a idéia do funcionamento "dia e noite" com seus ponteiros passando por todas as 24 horas, pesando em média 60 quilos, iluminados e comandados por uma central eletrônica a quartzo.
